Check for loose connection at the gauge or a de-soldered circuit board near the gauge.

Replace the voltage regulator
amp gauges read amps or current flow
volte gauges read volts so if the volt gauge reads 6 with the engine running indicates that the regulator is not coming into service until the battery voltage drops and that triggers the regulator
an accredited auto electrician will be able to test the complete charging system and advise on the fault

SOURCE: 1994 Buick Lesabre service engine soon light. Can't read code.

I found several shops in my area, Albany, NY that had the older code readers. It worked fine, and cost me $30.00. It showed a bad O2 sensor that I replaced myself. I suggest you go to a reliable shop. Auto Zone/Advance etc.. do not have the right code readers. Joe

R/F door trim will have to be removed. Most likely you will find linkage disconnected from the inside latch of the outside door handle. You might even find a broken piece of the door handle requiring replacement

Have your battery tested. If the battery is good, I suspect there is something that is ON in your vehicle. You will have to find it and secure it. With the vehicle off, you can remove each fuse in turn and measure if there is any amp traveling into the circuit using your volt/amp/ohm meter.

The problem is your Vats security system. This causes the car to either "not start" or "shut down" while running. (depending on the system) If the security light flashes, i guarantee that this is what the problem is. 1st trick, (if not starting)turn the key forward 2 clicks till right before it would normally start, leave like that for 10 minutes. ( no less ) After 10 minutes, turn key back then forward and your car might start.

Cheap fix:
----- http://vats.likeabigdog.com/
----- Bypassing the key

Never worry again fix:
----- http://newrockies.ca?ap_id=judd0081
----- With this fix, you can take that whole Vats, passlock, passkey **** system out of your car all together. Good info on both sites. I just did the NEWROCKIES bypass on my regal. Worth the 200 bucks, did it myself in under and hour

1999 Buick Regal starting problems

Connect a volt meter to the neg. and pos. of the battery. Have an assistant start your car and watch to see how far the voltage drops. If it drops more than 2 volts, for example, hook up the meter, you should see 12 volts. By starting the car and it drops below 10 volts during start up, your starter is slowly going out. It taking more amperage to start it than normal.
