SOURCE: High beam dimmer switch on a 1989 Cadillac Seville
The dimmer switch operates an actuator that pushes on a rod and then that rod goes down the steering column and pushes on the actual dimmer switch which is near the bottom of the steering column, u will need to remove the trim under the steering column and then the must remove the 2 nuts that hold the column to the bottom of dash, carefully lay the column on the seat and then u will have access to the dimmer switch, actuate the switch and see if the rod moves, if it doesn't then u must replace the dimmer switch rod actuator plastic piece at the top of the column, if it does move up and down either the dimmer switch has come loose or the dimmer switch is defective.
