Could be a problem with the cable. the cable could break any time. remove the cable and check if you rotate the cable inside in one end and if the other end is also rotating with it.

Speedometer jumping up and down and car will not pick up speed.

Based on your actions, it sounds like a wiring problem.
Could be a weak connection at the cluster, or the speed sensor.

How to change speedometer cable 1988 toyota corolla

you have to remove the speedo unit on the dashboard front of your steering wheel. you must be careful not to brake anything. then turn it slightly on the left and you will see the speedo cable connector in the center of the unit, Unplug it,it is easy, the go in the engine compartment on the gear box side and you will see the speedo cable ended on top of the gear box close to firewall and you have to unscrew the end and slowly slowly pull the cable coming off the fire wall from the driver's side by pulling as well a rubber sealer on the firewall. renew it and go backwards fitting.

Speedometer is erratic

It sounds like the core of your speedometer cable is rubbing the outer housing. The speedometer cable runs from the inst panel, thru the firewall, and onto the side of the transmission that faces the driver. This is not a hard job to do, but, when replacing the cable, take care to not break the ears off of the part that hooks on to the back of the speedometer.
