The fuse is located near, but not within the main fuse box. (took me 5 years to figure that out...haha) The main fuse box is the one that is shaped like an upright rectangle, containing most of the fuses for the car, and concealed by a cover. Don't bother with the main fuse box...
Look immediately above the main fuse box, and you will see a uniquely shaped fuse holder, containing, you guessed it, the cigarette lighter fuse.
The fuse holder should say "20 Cigar" on the cover. The cover actually swings open from the bottom. Just grab it gently between two fingers and give it a tug, it'll pop right open giving you access to the fuse.
The fuse is #17 it is a 20 AMP fuse (Yellow color), it is located in the fuse box under the dash to the left of the brake pedal.

In the junction box, usually to the left of the steering wheel. Labeled (generally) courtesy or cigar.

The cigarette fuse is located in the battery junction box under the hood, it is fuse # 10 and is a 20A fuse, open the hood and find the box it is on the passenger side towards the back of the compartment, it is 10th in line on the top row, also you can check these fuses without removing them through the clear plastic top so that should make things a little easier too, hope this helps

I had exactly same problem. I could not use my GPS or charge my cell phone.
In front of the driver sit, there are actually 2 fuse boxes. You probably found the first one. A second one is located above well hidden. Once you find it, you'll find the fuse you are looking for.
