Check engine light ,abs , air bag lights etc.... come on when key turned on ?
Fuse IPC/HVAC BATT 10 amp located in the left IP junction block . Do you know where this junction box is ?
Does the heater an A/C work ? If so the fuse isn't the problem .
Speedometer
The speedometer is a road indicator. The vehicle speed sensor (VSS) is a permanent magnet generator which is located on the transaxle. The VSS sends an input to the PCM whenever the transaxle differential carrier turns. The PCM then buffers the VSS signal. The PCM transmits the VSS signal to the following components at 4000 pulses/mile through CKT 817:
• The instrument cluster
• The cruise control module
• The radio (uplevel)
The instrument cluster uses the input in order to indicate the vehicle speed on the speedometer.

I also have that same vehicle but, I'm sorry to say it does not have cruise. I also have a wiring issue. I replaced the interior (seats, carpet, door panels, and a few dash moldings) with duel power seats, however I through out the old seats before I noted the "wiring colors" for the passenger seat 'seatbelt' and 'airbag' sensor connections. The new seats came out of a 2003 crown vic (not a p71) and had totally different connections under the passenger seat. My '05 p71 did not even have the wires there for a power passenger seat, so I had to replace and wire them in from the harness that I removed from donor car. That actually wasn't TOO bad, and the seats work fine, but I don't know which wires go together for the seatbelt and airbag sensors, as the old wire 'colors' under the seat do not match the 'colors' on the connectors under the new power passenger seat. If you could tell me the colors of the wires to your original seat (passenger), for the seatbelt and airbag plugs you would be a great help in solving my issue with the "airbag" and "seatbelt" light that stays lit on the dash. use a scanner to check the abs system . most of the time the abs brakes and traction control system work together. your cruise control . unit has a servo motor .in front right fender well. check the fuse and relay also the cruise control brake release switch. and the brake light switch.if all is good you have a cruise control module problems. dealer ship job.
See if you can find out if there is a code for the check engine lite and the abs, those can be related if the speed sensor located on the top of the rear axle is intermittantly failing. That sensor sends the speed signal to the pcm and the abs controler witch will also turn off the cruise control.
most likely the clock spring is not the problem because when u push the button the dash light cruise comes on.wich means that you do not have an open circuit.with a light tester check to see if you are getting power to the cruise control servo.if you are then replace it.if no power you will need a new cruise control stick on the steering column.
If you already check the dimmer definetly you will have to remove the dashboard area where the indicator is and replace those light bulbs they are tiny so careful and first check your auto parts store for correct number.luck!
