Both fans run with A/C turned on. Neither fan runs with A/C off. How to diagnose?
Some how you have a short where the two systems run off same circut which this would be AC fan. The cooling fan is wired up throught a thermo switch Wich comes on when it reaches a certion heat degree.Myself i like to elemanate proplems so i wire up cooling fans direct. When key is on you here cooling fan.Therno switches will burn car motors out when they go tt80500
SOURCE: Cooling Fan Control
The cooling fan control module is located in front of the radiator. It should have 3 wiring harness's coming off of it.

SOURCE: cooling fan not working
The fans only run when the engine reaches approxminatly 235 degrees F. on the guage that is near the end of scale just before guage show "HOT" I don't think you have a problem, allot of folks out there don't know about this.
SOURCE: The electric radiator cooling fan will not turn off
As long as the fan eventually shuts off this isn't a problem, the fan will continue to run for a bit after the car is turned off, once it reaches a set temprature it will turn off.
Have you had the vehicle scanned yet? Can you turn on the fans by using a jumper wire at the electronic control near the headlight? The module is controlled by the engine computer in front of the battery. There could be a broken/corroded power or ground wire to the module or a broken/corroded control wire to the engine controller. Scanning the engine controller will help in the diagnosis if there is a code for the module control circuit. A test light an multi-meter will greatly aid in the diagnosis rather than just thowing parts at the vehicle.\
