I have just rebuild my engine after siezing the water pump & blowing the head, now when i took it for a test drive i found the fan in the car is not coming on at all. But when i switch it to full (4) the engine dips a bit suggesting there is a power drain. is there a fuse or relay that could be suspect & where are they located. any suggestions would greatly be appreciated.

Yes, there's a relay in the passenger compartment relay box. Power flows from 2 fuses; blower fuse 30A in the engine compartment relay box and fuse 12 10A in the dash fuse box. The 20A fuse goes to one side of the blower relay contacts. The other fuse goes to one side of the relay control coil. When you turn the blower switch on, it ground the control coil which moves the contacts and sends power to the motor. The motor speeds are controlled on the ground side of the circuit by the blower motor resistor. Which resistor provides ground depends on the speed switch setting you choose. But the whole system depends on ground G01. If that ground is bad or corroded, the blower won't work

He llo HR-Man, "posted on Jun 09, 2008 ...24 seven is quite right." please rate me solved thanks! is smoke white?...seems like a coolant leak into a cylinder or 2 caused by failed head gasket...run a compression test first...assuming engine is mechanically timed .

If it's not a serpetine belt, max deflection of 3/4" on longest segment should be safe, don't make alternator belt tight as a drum or you will burn out alternator bearings quickly. If it has serpentine belt, the spring tensioner should keep the belt properly tensioned unless it's worn out.
It only needs to be tight enough to not slip, too loose will squeal and you will have to tighten, to tight will kill alternator and you will spend $$.

While the suggested resistance check of the clutch safety switch should catch a bad switch. However it may still be bad. I had the experience on my 2001 Elantra with the same problem happening intermittently. I checked and I had the delay check the switch and it looked okay. After three more trips and having them test other things including replacing the Starter motor under warranty they just replaced the switch. No more problem until 3 years later same thing started happening. I asked them to specifically check this and they just adjusted how far the switch button stuck out for teh clutch pedal to engage it under the dash. 4 days later it happened again. I said f it or something like that and went and bought the 15 dollar switch and put it in myself. I've not had a problem since then. But then I'm just coming up to the 3 yr anniversary of that switch.
You can also just bypass the switch and remember not to crank your starter without the clutch engaged unless you want to experience what whiplash is like firsthand.
Just change the switch.
