you can check all the fuses but ill bet its not a fuse,GM has a lot of problem with those clusters, may have to replace it, some work then go out then start working again its a problem but no recall on it yet good luck.

There are two pics here. The circuit stops at triangle F on the first pic, and picks up again at triangle F on the second. Hope this helps.

Two part question.

First part. It depends what the relay was for. It may be something you are not using? See the relay diagram.

Second part. Could be many things. Check for codes. Clean throttle body and MAF. Check plugs for gap and condition.

Sorry, I don't have good enough wiring diagram for your model year?
Check for battery junction block, under the hood, one of the positive battery cables should go to it, see if there is a bunch of fusible links, check them. Use a testlight on out put side of link, check for voltage. If there is a handful of links, sorry, I don't know which one. Maybe you will get lucky and the first one you check will be the faulty one, where applicable. I don't usually get that lucky. If you make a hole in wire insulation, use finger nail polish or something to cover the holes.
I thought about using jumper wire for B+ to ecm B fuse for testing. I don't want to suggest anything that might cause you more problems, you need to fix it properly.

I can't turn the lights off on my 1999 Chevy Silverado unless I pull the fuse block under the hood.

most likly the DRL relay is stuck closed. try replacing it. hear is a wiring diagram to help.

Your fuse box should have a big round thing plugged into it called a flasher. Little bigger than a quarter. Simply unplug it and replace it
