Here's the generic starter replacement directions.
Engine should be cool, parked on level surface. Remove negative cable from battery. Remove electrical connections at starter (Sometimes starter may need to be partially removed to access all electrical connections.) Remove any brackets, parts, or accessories that obstruct access to the starter motor mounting bolts. Remove mounting bolts and remove starter. Clean the mounting surface, and install new starter and tighten the mount bolts evenly. Replace wires on starter. Connect battery.

Removal of starter 1999 mercury mountaineer

Three bolt starter? Top bolt is a bear either way. Easiest to use about 2 to 2-1/2' of 3/8" extension and go straight at it from between the radiator and engine. You'll have to play with extensions to get just the right length, but it's do-able.

Make sure you are getting power to the starter before you say its the anti-theft

It could be improperly hooked up starter or a bad cable to the starter

pop the trunk and you should see two or three screws holding the tail light assembly onto the car. remove the screws and the assembly should pop off and you can just disconnect the bulbs by twisting the socket to remove them from the assembly

This is not easy. I would suggest removing the engine. It is much easier to do when the engine is on an engine stand.
