My 1997 f150 4.6 4x4 reg cab. the only way i can get it into four wheel drive, and to get the 4x4 lever to pull is to switch the vacum line on the transfer case then every thing will work. but the 4x4 light never comes on. and when i take it out of wheel drive the axles still turn untill i switch the lines back to where the belong. then my lever wont move a again.

change actuator in front hub water gets in there freezez and ruber seal rips part only 120.00 bucks not hard to change beat upper ball joint take of spindle nut think it was 5/8 3 bolts in back should fall out
SOURCE: rear axle leaking
Block the front tires. Break the rear lugs loose. Jack up the rear of the truck at the center if possible. remove the wheels & brake drums. Remove the brake shoes, return springs & all the other hardware. Remove the differential cover & drain oil. If you have a posi the next step sucks. You need to remove the threaded pin from the housing & remove the axle retaining clips. All the while, being carefull of the spring in the posi unit. If no posi, then same procedure, minus the "pucker factor". After the axle is out, take a large flat blade screw driver or pry bar & pop the seal out. Keep in mind the axle bearing is probably gone too , so that's another procedure. Keep it apart, you'll be glad you did.

most likely your brake switch is out. If you had a scanner you would be able to see if the computer see's you pressing on the pedal. Or if you know how to test you could check to see if it switches ( completes the circuit ).

I also have a 97 F-150 4x4. If that was my truck I first would change the fluid in the transfer case. See if that helps loosen it up. It is possible that it has the wrong fluid in it.

Did you check the vacuum solenoid ?
Also, should confirm, is this a ESOF ( electronic shift on the fly ) or MSOF ( manual ).
Could be a few other things, but best to test the easy one ( and mechanical out in the elements )
