My 2001 envoy directions say to insert the tool in a hole in the rear bumper to release the spare. The diagram shows this hole near the license plate. There is no hole in the bumper. Whats the deal?

Since the spare is mounted under the rear of the car, Its not easy...you have to assemble the long crank rod out of its two pieces, then feed the rod through the hole in the top of the rear bumper and lock it into the mechanism that holds the tire in place. Once the crank rod is locked in, lower the tire towards the ground. Once the tire is low enough, you can crawl under the car and release the tire from its mount. The hardest part is locking the crank rod into the spare tire mechanism through the hole in the bumper.
Above each headlamp assembly there are two tabs that when lifted up, will release the headlamp assembly. Once released, it can be pulled out of the body panel. On the rear of the assembly are two large rubber covers, for the low beam remove the upper cover and this will expose the lamp socket. Twist the socket CCW to release the socket. Then change the bulb.
I had a similar setup. I had to put the rod in around the license plate to lower it, then remove the rod and loosen it from the middle of the rim there is a wing nut that holds the tire on.
Never tried it but found this on the internet:
If you have turned the crank to lower the tire and nothing happens STOP. I did this and borke the plastic that covers the coil of wire! Get out another jack and jack up the center of the spare. It has a safety on it that will lock the spare in the event of a cord failure. Jacking up the center of the spare tire will release it. Just make sure your no where near it if it falls off the jack. Good luck I hope this helps. Oh and if this doesn't work right away STOP JACKING IT UP!!!! http://wiki.answers.com/Q/You_are_not_able_to_lower_the_spare_tire_in_your_2003_envoy_slt_The_instructions_do_not_seem_to_help_Suggestions
The short answer is look in your owner's manual. If you don't have one, go to www.trailvoy.com and check in the resources section. There should be a link there for 2004 Envoy owner's manual. Be aware that the spare tire winch mechanism should be exercised once in a while to keep it working freely.
The tools are under the second row seats. The hole for the spare tire lowering mech. is above the rear bumper when you lift the tail gate. Put the proper tool down the hole, turn counter clockwise, lowers spare. Reverse to bring up.
If it's the same as a Trailblazer you have to first remove the "bowtie" from the front between the two light bezels. Gentle pull forward and the pressure clips will release. Don't be shy. There are no screws. Than with the light bezels exposed you will see a metal clip that has to be pulled back to release the bezel and it will swing forward to allow you access to the bulb.
