If you are turning the steering wheel all the way to the "lock" position, you are probably putting too much pressure on your power steering pump and you are most likely getting som drive-belt slippage.

What causes my 2-wheel drive ranger to vibrate hard when I turn the steering wheel at low speeds only, like pulling out of garage? also does it in reverse. makes a noise near the rear when it is vibra

i would say it is a solenoid or air in the power steering lines but you would have to put a obd2 scanner and see what it says.
if i remember correct bleeding is as simple as removing the power steering cap and turning steering all the way left hold for 5 seconds then right and hold but you will need to look at oil in reservoir and see if it is bubbling while turning and holding. you will need a helper and if it is do this for 5-10 minutes.

Power steering issues

I'm going to agree with the rack conclusion. Keep in mind I can't see it for myself.
If you take the load off the front wheels, you should be able to turn the steering wheel without effort.
If the effort changes while turning the wheel, the only things affected would be the rack and the column.
If you notice it turns ok with the engine off but not with the engine running, it could be something with the pump or one of the lines, or still something with the rack.

Steering wheel vibration whe I rotate it??????

The vibration and rubbing may be separate issues. There could be many causes for vibration, ranging from low fluid, sticky rack valves, etc., to the tires simply grapping and releasing on the pavement. If it only does it under heavy use, such as when standing still and turning alot, then I suggest not doing that. It is hard on a car to turn the steering wheel when the car is not moving.
