Need to know where the starter is located at in a 1999 saturn sl2
SOURCE: starter relay
My daughter's 99 SL2 had the same problem and I went through all kinds of gyrations trying to find the starter relay (HATE working under the dash!).
As you are sitting in the driver's seat, put your left foot even with the brake pedal and move it as far to the left as it will go. It should now be against the kick panel. The relay will be about 12 inches above. It's wrapped in electrical tape onto a wire bundle, so you'll have to cut away some tape to get to it. The hardest part isn't changing it out, it's finding the #$@! thing.
SOURCE: paint code
All Saturn paint codes are located in the trunk. (or rear compartment for wagons) The code is listed on the white Service Tag that is attached to the spare tire cover. The paint code will be near the bottom of the tag and will begin with "WA" or "U" for most cars. (Example: WA107E = Dark Blue Pearl)

he starter is underneaththe bottom from drivers side of the car. it will have three wires connected to it and you need do disconnect the pos battery cable before you start to remove the old starter. its pretty simple to find.

This is a fuel related problem.
Replace the fuel pump.

open the hood. just to the left and below the battery you will see a bell shaped housing bolted to the engine. this is the bell housing which contains the flywheel and connects the engine to the transmission. the starter is on the back of the engine, bolted into the bell housing so its gear can mesh with the gear ring on the outside of the flywheel. that should give you enough info to find it. the starter was always fairly easy to replace on old V8s, however you will find the starter replacement on the S series saturn to be very difficult, especially if you do not have a lift. if you are bound and determined to do it yourself make sure you disconnect the negative battery cable first.
CAR STARTER REMOVAL? TESTING
One Wire From Starter Motor Goes To Solenoid And Other Goes
To BATTERY. Starter GETS 12 VOLT SUPPLY FROM BATTERY AND WITH THESE VOLTAGE
IT TURNS THE MOTOR AND THIS TRIGGERS THE STARTER SOLENOID AND YOUR VEHICLE
RUNS.============
