When people see me trying to start my car they all say its the starter???after about 20 times trying to start it will then turn over, and runs fine till I shut off car and I go threw the same thing everytime

Without hearing the sound it makes - it's kind of hard to diagnose.
The engine starting process consists of turning the key to start, the starter motor's rotor moving forward to engage the engine's flywheel, and then the starter motor 's "rotor" spinning until you move the key from "start" to "run". You can hear the starter motor spinning - but one usually can't hear the rotor moving forward to engage the flywheel. As a result, you hear the odd spinning sound - which is the starter rotor spinning. The engine never actually turns over because the rotor never engages the fly wheel. If this is the case, then it is very likely that your starter needs to be checked and / or replaced.

After thinking about this and re-reading your question.. Clicking sounds - without hearing the whine of the starter motor turning indicates low voltage from the battery. Since after repeated attempts - it eventually starts - I suspect that you have a poor connection somewhere. The likely spot is at the battery terminal post. The connector may be loose or covered with a white/gray or green flaky substance. This indicates corrosion and possible acid leakage. You should bathe the post in a 10- 25% baking soda and water solution to neutralize the acid. Next, remove the cable from the battery terminal and thoroughly clean the cable terminal and battery post. You can buy what looks like felt rings to help minimize corrosion to place on the posts (or apply a product designed for the purpose at an auto parts store) and reconnect. If it still gives fits - there may be a problem with the connection at the solenoid or starter.
