Try to back wash the heater core first if it doesnt work then its clogged up try to turn the heater on the front with the heater off for the back keep an eye on the temp guage if it goes up than normal then its clogged....

Fyi u have to run the engine for awhile with the heater fan on

check the control module that controls the coolant flow through the heater core.

Check the thermostat. It's almost like a "float" that allows coolant to pass through a hose. If it gets stuck, you have heating issues. Since yours seems to fluctuate, I'd bet it's a thermostat about to go. Fortunately, it's easy to fix and inexpensive.

Sounds like low flow issue. Flush and clean system, PROPERLY! Buy a flush kit, drain system, blow compressed air through, fill with cleaner/water mix, run for 30 min with heat on, drain system, blow out with compressed air, fill with water, run for 30 min, drain, blow out with compressed air, fill with 60% coolant mix.

it looks to me the outside temp sensor is defect
it is located in front of radiator
or the mix door actuator is defect

Sounds like it's the air control flap which determines the mix of heated and fresh air. This could be vacuum controlled or manually with a cable.

that is entirely possible yes, could also be a broken cable to change the temp from hot to cold, could be a problem with certain ac components under the dash

Had the same problem with my Mazda6 awhile back. Took it to the dealer and they found the radiator wasn't holding pressure. They replaced the whole radiator under warranty (WHEW!). Not sure how to check for that kind of thing, but it's a start.
