Check ignition fuse to coil and check see if power getting to coil if yes ignition coil or ignition module faulty.if no power getting to coil and ignition module more likely you have blowed ignition fuse or faulty wiring from ignition fuse box terminal to the ignition coil and module.

2000 Chevrolet Silverado 1500, 4.3. The #2 spark plug keeps firing out. I pull the plug and find it soaked with gas?

This is often a sign the plug isn't firing correctly. Is the engine running rough at idle and under power? Using insulated grips, with the plug out and fitted into the plug wire, hold it against the engine block. Get a helper to crank the engine for NO MORE THAN 3 seconds. Look for a strong blue spark firing evenly.
If there is no spark or it is weak replace ALL the plugs with new ones and recheck #2 after running the engine.

2000 Silverado 1500 4.3L will not start. I can hear the fuel pump. Full tank of fuel. No OBDII Codes.

on a no start no codes will be stored, start with checking for spark, fuel pressure and injector signal, the 4.3 had a dist cap problem that even if you had spark it did not always go to the right cyl.

Which is spark plug #5 on a Chevrolet 2000 Silverado 1500?

i presume that is a v-6 ?

Stand at the side of the motor. Look toward the front... you will note one cyclinder is slighty more toward the front then the other. that's number one cylinder .... across from it will be 2 etc... so last cyclinder on the same side as number one should be number five.

2000 silverado pickup

I would need more information to really help you. There are many possibilities. could have bad injector shutting down computer to keep from burning up the drive in it. May have bad module that controls spark. Need to know if there is spark at the plugs. Does it have injector pulse. Is fuel pump working do you have pressure and how much!
