Its tiny a fan which carries on running in humid conditions to circulate the air so you dont get blasted by warm air when you use your climate control.It circulates air across the humidity sensor. It keeps running for a while after you switch off, and starts again when you open a door. It does this so that there is less delay in getting the climate control to the right setting when you switch on (or restart).
The buzzing sound you can hear behind the dash or to the left of the steering column is the thermostat (climate) control, which feeds back to the climate control unit to monitor the cabin temperature. easy solution is to replace the unit (£25) from ford dealer.
I had he same problem & I stuck my hand in under the steering colum & unplugged the unit & remove it from a small inch size vent on the dash on the right side of steering. I haven't replaced it yet. 2 yrs without it, because no repair shop knew what it was really all about.
