There could be several reason. The water pump could be weak. The radiator could be low on Anti freeze. The control valve on the heater line from the motor could be malfunctioning. The thermostat could be bad. You may even have an air bubble in the system that is causing the problem. The only way to be sure is to test each are. Check the fluid level and make sure it is good then run the vehicle till it warms up. With the vehicle running and warm locate the control valve on the hose running from the motor or radiator to the firewall, there are two. One will have the valve on it. You can open this valve manually and see if that allows the interior to warm up. If it does then the controller and vacuum lines to that valve. If it doesn't then remove the thermostat and see if that resolves the issue. If that doesn't resolve the issue replace the water pump.
