SOURCE: 1978 cadillac eldo steering column

If you can get the horn to blow by grounding the harness connector wire where it joins the column wiring, then go above that and test continuity to the contact that comes up through the signal switch (either a small brass wheel or carbon button). If you have continuity in the wire end to end, check continuity between the brass ring that the contact (spring loaded with a plastic insulator around it) rides on, That connects the horn pad to the circuit so when you push in on the pad it grounds the horn and makes it work. There is no ground wire...the column itself is the ground. Usually, there's a small wire that connects the pad to the ring, and the pad itself is grounded to the column when it's attached, right through the screws that hold it on the assembly.

Is there a separate steering gear for the up and down and telescopic on 1994 Lexus ls400?

No. There is only one steering gear. The telescoping steering column is self contained and functions the same as a vehicle without the telescoping feature.

What do I look for to fix the Power seats and power tilt steering has no power

A control module ! Electronics The steering column has a tilt/telescoping control system that consists of an electronic control module capable of class 2 serial data communication, a steering column power assembly with positioning motor and sensor, and a steering column control switch. The multi-function lever provides for the control of the headlamp high beams, and the windshield washer and wiper.
The tilt/telescoping steering column in/out/up/down switch is an input to the driver position module (DPM). The tilt/telescoping drive motor is an output function of the DPM.
Steering column memory settings are stored in the DPM. The steering column position sensor is an internal part of the tilt/telescoping motor assemblies, and is an input to the DPM. The DPM uses the position sensor input when storing and recalling memory settings.
Same thing with the seats , electronic control module .
Battery positive voltage is supplied at all times to the memory seat module (MSM) through the battery positive voltage circuit from the POWER SEATS circuit breaker located instrument panel (I/P) fuse block. This voltage is used to power up MSM and also to apply power to the seat motors when commanded. Battery positive voltage from the TILT/TELE SW/MEM SEAT MOD fuse located in the body control module (BCM) fuse block that supplies voltage to the seat adjuster switch and the memory function switch, also supplies voltage to the MSM. The MSM monitors this voltage circuit in order to determine if battery voltage is supplied to the seat adjuster switch. The MSM is grounded through the module ground circuit and G301.

Need a diagram to put together a 1989 caddilac eldorado power steering, tilt and telescope steering wheel and column.

Excellent tutorial here that helped me when I had a loose steering wheel on my 1988 Deville.

This one is not from an 89 Eldorado, but all GM Tilt/telescoping steering columns from that time are virtually identical:

My bmw 318 steering wheel is locked

common problem and will probably nessesitate replacing ignition switch barrel and steering lock, you will have to remove upper and lower steering covers and lower steering column to lowest position to allow you access to the two shear bolts which hold the steering lock assembly to the steering column, your local bmw agent shoul be able to get you the parts to allow you to use your own keys.
