Excellent tutorial here that helped me when I had a loose steering wheel on my 1988 Deville.

This one is not from an 89 Eldorado, but all GM Tilt/telescoping steering columns from that time are virtually identical:

Actually, that wasnt the telescoping version. I will scan the page from my 88 Deville factory service manual and post the image tomorrow. Its the same column. Will do it tomorrow sometime.

Sorry, i cant make my scanned image small enough to post the image on this site.

What do I look for to fix the Power seats and power tilt steering has no power

A control module ! Electronics The steering column has a tilt/telescoping control system that consists of an electronic control module capable of class 2 serial data communication, a steering column power assembly with positioning motor and sensor, and a steering column control switch. The multi-function lever provides for the control of the headlamp high beams, and the windshield washer and wiper.
The tilt/telescoping steering column in/out/up/down switch is an input to the driver position module (DPM). The tilt/telescoping drive motor is an output function of the DPM.
Steering column memory settings are stored in the DPM. The steering column position sensor is an internal part of the tilt/telescoping motor assemblies, and is an input to the DPM. The DPM uses the position sensor input when storing and recalling memory settings.
Same thing with the seats , electronic control module .
Battery positive voltage is supplied at all times to the memory seat module (MSM) through the battery positive voltage circuit from the POWER SEATS circuit breaker located instrument panel (I/P) fuse block. This voltage is used to power up MSM and also to apply power to the seat motors when commanded. Battery positive voltage from the TILT/TELE SW/MEM SEAT MOD fuse located in the body control module (BCM) fuse block that supplies voltage to the seat adjuster switch and the memory function switch, also supplies voltage to the MSM. The MSM monitors this voltage circuit in order to determine if battery voltage is supplied to the seat adjuster switch. The MSM is grounded through the module ground circuit and G301.

Ignition key assembly is locked up. bought a new one but have never changed one. got any instructions and/or diagrams to help me? It's a 1989 Plymouth Voyager 3.0 motor Tilt steering column with shifter on...

Take out the screws holding the upper and lower plastic column covers together. Pull the lower cover off. Now look at the ignition switch mounting bolts, they are anti theft. If you go to "Tools n More" or "Harbor Freight Tools" you should be able to purchase the special anti-theft tip you need in a set to take the screws out. Once you have unbolted the switch putting in the new one is easy.

How to tighten 1989 steering column?

There is a u-joint inside the steering column if you have tilt wheel. Which I don't think that I have ever seen a steering column get loose if there is not tilt wheel. If there is not tilt wheel then there are two bolts that hold the steering column up against the bottom side of the dash. You will just need to tighten these two bolts. If you do have tilt wheel, then it is going to require taking the steering column out and replacing the u-joint in the steering column.

Steering problem

What i can recall the only removable electronics is the complete turn signal assembly or the other would be the electronic piece that is actually the key reminder buzzer that reminds when key is left in ignition while engine is off...This looks like two flat copper match sticks attatched to a 1 inch piece of plastic... Well enough of my guesing.. if you were to go to an auto parts store and look at a motors repair manual for a chevy steering column little if anything has actually changed in the design with the tilt steering column which is probably why you originally took it apart because of the tilt torx bolts coming loose... I hope you used locktite when you reassembled to makesure it doesnt happen again....Good Luck
