I thought your car was a 1995 Jeep Cherokee? Oh well, the same applies...except your motor could be the optional 5.2 V-8...same remedy for no heat...the thermostat and or radiator cap. Hope this helps.
Verify the radiator is flowing properly. It may need replacing due to the age of vehicle. The clutch on the engine fan (the fan that turns all the time when engine is running) will need to be replaced.

The lower speeds are controlled by a resistor block. That's what needs to be replace. It's usually located next to the blower. It will have electrical wires connected to it. High speed bypasses the block so it alway works.
If you want to replace it then;
) Disconnect the battery negative terminalif the vehicle have air bags. Wait 2 minutes for system to discharge.
) Remove the kick block on the passenger side.
)Remve the glove box
) Remove the bolts holding the blower motor resistor. Push the red lock up and press down on the click
) Pull the block out.
) Install new block and reverse steps above.
