2004 dodge ram 1500 slt. Heater works fine, but when I switch the location to heat the floor, it doesn't blow as much as it should. Seems like it goes through the defrost/windshield vents more than it should. I'm thinking a stuck vent?

You mean the air coming out of the vents is not hot, or there is no air coming out ? No air could be a blower or a blend door, and no hot air could be a blend door or something with the heater core like low coolant in the radiator.
There is a actuator on the right side of your leg while sitting in the drivers seat under the dash. It has a plastic rod for actuation manually actuate this diverter and should be the problem.
on the bottom of the heater case is a vaccum door right on top of the hump it has a white plastic adaptor that breaks replace with dealer part it just pops off
