This could be caused by a radiator sensor sounds weird i know but i had this same exact issue but my sensor was brand new and came defunct you can tell if it is this by looking at your hot/cold reading in dash let your car warm up and see if the temp arm goes up and stays up or goes up then back down and stays down this sensor even know it sounds weird tells the fuel what temp your car is and how much gas is needed at that point of time my engine would turn over and try to start but acted like it was flooded i took this sensor out took it to a shop and sure enough the sensor was shot put a new one in and bam started first turn of the key and not only that i get way better gas mileage now.

Fuel injection, could be a few things. Bad injectors, I forget the term for it but the unit that tells what injector to spray at the right time, or even regulator.

Fuel pump works, new filter, gas is coming out past filter but not getting to the Compression tester. I changed the vacum valve on the gas rail. What next?

The presence of fuel isn't enough.

Fuel must be delivered in sufficient quantity at a sufficient pressure and this can only be checked with a fuel pressure test and a volume delivery test.

2001 chevy malibu wont start after the car runs out of gas and we put more gas

It may take 3-4 times cranking for a few seconds,
with a 5 second pause between to get fuel up to the engine. Also may have sucked up
some dirt/debris into the fuel pump after running it dry. May want to change fuel filter.
you can try to have someone bang on the bottom of the tank while someone else
cranks engine. Sometimes this will free up a stuck fuel pump. good-day!!

How do you change the fuel pump on a 1998 chevy malibu 3.1 L V-6?

you have to remove the fuel tank, unhooking everything attached to it, drag it out from under the car, and unlock the fuel pump locking ring with a hammer and punch. Empty the gas out, replace, put the tank back the way it was, and put the gas back in. You should then be ready to go.

97 malibu ran outta gas suposedly will not start after adding gas

Your issue is with either spark or fuel delivery and you need to check the components in each system for proper operation. Such as pump, cables, camnshaft sensor, igniter, etc.
