I had the same problem with my 96 caravan all you have to do is replace the FAN SPEED CONTROLER ITS LOCATED ON THE LEFT HAND SIDE OF THE CAR IN THE BACK ITA A PAIN BUT THATS WHAT THE PROBLEM IS....

You'll need to remove the serpintine belt, once removed you'll need to take the pulley from the water pump, I believe three bolts, 10MM. After this is removed you'll be able to see the bolts holding the pump in place. I believe there are 5 or 6 of them, if my memory serves they are 8MM.
If your horn is not working and your airbag light is on, then your cruise control definitely is not working too. This is cause by a faulty "clockring" underneath the airbag on the steering wheel. There is a recall for this clockring, make sure you mention this to dealer otherwise you will be charged $250+. I own a 1996 Dodge Caravan SE, 3.0L and luckily I received a recall notice few weeks after I went to the dealer for a diagnostics of the problem. I wasn't ready to pay for this amount and I'm glad I got it fixed for free. Enjoy.
the heat or cold adjustment control in my 2002 grand caravan will only work on maximum adjustment, if you try to reduce the speed of the blower by turning the control knob 1 knot, 2, 3 and 4 down it won't work it only work at the last position which is the 5th or last turn of the control knob. please let me know what could be the problem. thanks.
The most probable cause is the multifunction switch. But I would try replacing one of the bulbs first to see if your low beems on the headlights or both bad. I have seen this several times. If the bulbs are OK the most likely fix would be the switch.
