The bower motor is accessible from the glove box when dropped or from the floor. Push in on the top where the stop pins are at, and the glove box will fall straight down.
if you are having an issue where the blower motor only runs on high, might want to check the blower motor resistor.
This is the New Body style 2004 ( non heritage or Lightning version ). Red arrow points to blower motor resistor.
If this is a 2004 Heritage or Lightning version ( the 99-03 MY body style ).

Your best bet ,take it to a qualified repair shop before you replace a part that is not needed . Blower motor not working could be caused by a number of thing's . Without viewing wiring diagrams to see what all is involved in turning on the blower an then testing the electrical circuit's nothing should be replaced . Looking at the wiring diagram i see front blower motor relay , front blower motor , variable blower control module , front air controller . So ,if you start replacing parts without knowing , you'll spend more then taking to a qualified repair shop.
Where is the Factory Air Standard Relay located????? No such thing .Maybe you mean Blower motor relay ! Does the heat / A/C blower work on any speed ? Do you know what a wiring diagram is ? Looking at a wiring diagram to see what all is involved in the blower motor electrical circuit should be the first step in the diagnostic process . Then testing with a DMM - digital multi-meter .

Blower Motor Control Processor
The blower motor control processor is an interface between the HVAC control module and the blower motor. The blower motor speed control, battery positive voltage, and ground circuits enable the control processor to operate. The HVAC control module provides a pulse width modulation (PWM) signal to the control processor in order to command the blower motor speed. The processor supplies 12 volts to the blower motor through the blower motor voltage supply circuit. The control processor uses the blower motor ground as a low side control to adjust the blower motor speed.

If you don't know where the rear fuse box is ,it's under the rear seat . It would be easier to just check under the passanger side dash at the blower motor control processor at the orange wire .

what type of car are we working on. might be the blower motor resistor, usely close to the blower motor. not enough info to help ya much.maybe the blower motor it self failed?

No diagram needed, replace the blower motor resistor and your problems are solved, this is located near the blower motor. this is under the pass/side of dash easy to get to, heres a diagram to help you, hope this helps.
