These 2 may be on the same fuse, check your fuse box for a radio/cigarette lighter fuse which may be possibly blown. I believe the fuse box you would need to check would be near the drivers left leg where ther is a pop off cover in the lower dash. If the dash has been tampered with or removed in any way including installing an aftermarket radio or even replacing the original with another of the same it possible that a connector has been unplugged inside of the dashboard itself.

Some radio power sources also tie into the cigarette lighter and power adapters. You mentioned fuses appear ok, if you dont have a test light to test both sides of the fuses try swapping the fuses around from another location and see if that changes anything.. Oh and if the penny is still in the lighter try a ball of tape of the end of a pencil to pull it out.. Look for a fuse listed aux. power or radio/cig lighter. Most likely the fuse is inside the car not under the hood..(usually)..

Spin or replace the fuse as the old aluminum fuses build up corrosion and dont work, or work on and off.

If its an after market radio check by removing unit and checking for fuses in line.

Check behind the dash for loose wiring connections. Check for bulkhead connectors that could have possibly come partially apart. Check for any under dash grounds that are ready to break or have become frayed.
