The hand brake on my '99 Neon R/T stopped working. There is no tension when the hand brake is pulled and the car will roll away. The car has 4 wheel antilock disc brakes.
You have a broken cable, or one of its parts. You need to trace the cable from the "pull" back to where it splits to go to the left and right rear brakes, and finally to each rear brake. You will most likely need to get under the vehicle and for this you will need to jack it up. Please be safe, or if uncomfortable, take to a trained mechanic, that should be able to fix this for very little money.

I have a 1999 dodge neon rt, 2.0 dohc with the same problem. I took mine to the dealer and they told me i had to replace the spool inside the center console, just under the handle. very expensive!!!
1 Park your Neon on a level surface. Engage the parking brake. Open the hood and loosen the bolt on the negative battery cable terminal and pull the cable from the battery.
Remove the Neon air filter by undoing the side clips and lifting the cover of the air filter off. Pull the air filter from the bracket. Undo the clip on the air filter hose and pull the hose off the inlet. Use a socket wrench to loosen and remove the four bolts holding the air filter bracket in place and pull the bracket from the engine

Locate the camshaft position sensor. It will be at the rear of the cylinder head, centered on where the air filter housing was about midway down. It will look like a black plastic square (4"x4") and have four bolts holding it to the engine.
Disconnect the wiring of the sensor from the wiring harness feeding into the car's electrical system. Press in the tabs at the sides of the connector and pull the two halves apart to do this.
Remove the four bolts holding the sensor in place and remove the sensor from the engine.
Clean the engine of any gasket material from the old sensor by scraping the surface gently with a paint scraper.
Install the new sensor by placing it in the same position as the old one, replacing the bolts and then connecting the wiring harness. Replace the air filter bracket, hose, filter and cover. Reconnect your battery and you are done.

My park brake just stopped all of a sudden no tension.Took part of consel out to look at cables and all 3 cables still tight but when lever pulled it is not pulling on the cable so brakes are not ingaged.
break down the center console and remove it from the car. check the break cable connection right at the lever, inspect where it actually hooks into- likely broken and if so a quick trip to a junk yard can yield the parts you will need.
