1994 buick lesabre..rear power windows work fine. driver and passenger windows sometimes dont go up or down..checked the master switches and fuses.

If you have power to the master switch, the switch it self could be bad. Usually the drivers window is the first to quit. the others work. If none are working, the window lock could be set or broken also. Stat with the drivers door window and manually apply power to the window motor. If it works fine replace the master switch
Sometimes these windows get stuck, esp. if theyhaven't been operated in a while. Try gently tapping on the inside vynil door veneer with a rubber hammer while actuating the switch. If that doesnt work, pop the veneer off and check for voltage at the switch contacts to ground. Find a screw or read against the hinge for a good ground - paint doesnt conduct, so find some bare metal. Put the other probe against the contacts. You should read 12 volts. If not, probably a bad connection somewhere. If you read voltage, actuate the switch and voltage should disappear if switch is good. Then read across motor (unhook connections) in the ohms (resistance) setting. You should read ohms - not sure of the value. If zero or infinity, motor is shorted or open, respectively. you try applying power to the motor with test light to see if they go up and down, if it does. and do you have ground to the power switch, if the answer is yeas to both question, replace switch.
coulb be the control switch on your panel you can take the door panel off and check for loose connections and try to test for continuity. if you dont know how take it to a shop and have them diagnose the electrical. im quite sure it the switch that burnt out
This problem is very likely caused by the drivers side power window switch being defective, I have seen this very same problem in the shop more than once and the new master switch fixed it. here is the part number and price from www.Rockauto.com

It does sound like you have a short in the master switch on the drivers side. If the passengers switch does not work, check the left master switch and the window lock switch.
Most of these switches work together, if one side is bad, the other side may not work or vice-versa, it is very possible that the master switch on the drivers door is bad, a volt-ohm meter can get you going in the right direction by checking for the current/voltage at the passenger side when you engage the switch; if no current is getting thru, bad master on driver side most probablly.
