SOURCE: 2000 toyota rav4 wont start

look 1 clean terminals on battery, battery water level inside if the starter clicks means no relay, try to spin motor by hand, if engine does not turn, but I doubt it, look for clean connections on battery terminals and good jumping cables

SOURCE: 1994 Toyota Tercel Starter Problems

sounds to me that you have an igniton problem not a starter problem and or if you have or had an alarm system could be cause if u do give me feedback and i will explain but seems that your starter is fine from what u say but if you think in terms of the elemts to start a vehicle batery gives pwoer to ignition which sends to starter which gives spark etc i would check you ignition system something is causeing a short and not alowing starter to function

Where is the starter relay located on a 1990 toyota pickup with 22R engine

On an 1986 with 22RE engine it is locate in the engine compartment, on the side bulkhead, above the passenger wheel well. It's a small rectangular sliver box-like shape. starter-relay-located-1990-toyota-pickup-5fxerkty0rcj1vyehe3s3i4a-2-0.jpg

Radiator keeps over pressuring out of cap

I hate to tell you but most likely your head gasket is blown. But first have your 13 psi cap pressure tested. If the head gasket has blown out in between the cylinder and the water passage , engine compression will enter your coolant and over pressurize the cooling system. This could be caused by a pin hole in the head gasket and that is all. also make sure your head is not warped. The 22re has a cast iron block and aluminum head causing the head to expand at a different rate than the block. causing the gasket to wear and leak. Good luck.
