The fuel pressure regulator is on the fuel rail..But it sounds like to me like a stuck idle air control or a vacuum leak..Look carefully at all the vacuum lines and make sure they are not broke or crimped..If it stuck idling high you can tap on the valve and the idle will come down
vacuum lines seem ok, doesn't run fast idle all the time just occasionally. Main concern is the starting problem. Changed the plugs and the fuel filter (all original 74000 miles) and getting ready to try regulator next. fuel pump seems ok so if this doesn't get it, maybe a bad injector bleeding down?
To check a injector put a pressure gauge on the fuel rail..cycle the key ,then turn the key off..Give a few seconds to stabilize,then watch the gauge..The pressure will drop pretty constant if you have a leaking injector..Also look see if that model has a intake runner valve..They are real bad about causing a vacuum leak,,and you cant notice it by hearing it..Its in the firewall side of the intake,on the pass side..Its round and has a connector going to it..You can take it out and replace the o-ring ..If its bad enough you can spray a little ether around it and the engine will flare up..
