I just had my wifes 2002 Dodge Stratus ES engine replaced and rebuilt. The car will fire but wont crank over or start. It has compression, fuel, spark, etc.. winds up really slow and tight. The battery is brand new too. Why won't the car start?

fuel pressure is good. Does the flywheel have to be in a certain position in order for the crank sensor to pick it up correctly and if so what is the correct position. It looks like theres 9 different positions. Also when I turn the key over 3 times without engaging the starter I get code P1684, then -------, then the word done. Why won't it start. The motor is rebuilt, new small block, gaskets, cams, rockers, bolts, the works... What am I missing or forgetting?? fuel pressure is good. No the flywheel is fine. If it had to be in a certain position, the bolts would have been offset. As far as the code, it is a manufacturer specific code.
