there is a problem with the system and it shut down. hate to say it but you should have a professional repair it. You need to pull the trouble code from the restraint control module to find the affected circuit. I don't recommend trying to fix yourself because touch the wrong thing and you could deploy the bags then you'll need over a thousand dollars to fix. If your in a accident now you won't have deployment of the air bags to help you.

take it to a qualified technician and get it serviced, NEVER attemp any airbag repairs yourself , there is a lot of energy stored in an air bag and can be deadly if accidently set off !!!
Probably the best thing is a Glass shop. It sounds like a part called a window regulator is broke. Hopefully the cracking sound is just the plastic of the regulator and not electricity arcing.
In trying to do this yourself, the window has to be up and braced. Your Cadillac is a big car with big windows. Parts are a little heavier and harder to control.
You can call around for the price, tell them you "WANT TO KNOW THE COST OF REPLACING A WINDOW REGULATOR FOR YOUR CADILLAC DHS."
