Chevy malibu recently ran out of gas ....i refuled the car and it still wouldnt crank, i noticed the radio was still on after quite some time and the engine wouldnt turnover. i replaced the battery and still no result

See if you can hear the fuel pump come on..if it dont bang on the bottom of the fuel tank..the pump could have ran dry and got stuck

You might want to have your fuel filter replaced. When you run a tank that low, the fuel pickup takes in debris and sediment on the bottom of the tank, which may be clogging the filter, preventing gas from flowing.

Dont know how to reset or bypass gm theft system car is not starting .It tries and quits.

this is one way to reset it :
first make sure the battery is fully charged , then do the following:
key in the ignition but do not crank the motor, just leave it at the
ignition mode for ten minutes ,then turn it off POSITION for 5 seconds then REPEAT again 2 more times. at the 3 rd time youre gonna notice the ANTI THEFT light on dash to blink. when doing the last step , remove key , inserted again and turn on motor , good luck , AJ

sounds like an antitheft system malfunction - check to see if light stays on after you remove the key
