This was a common problem on 99's and up. It is usually a permanent fault of the throttle body. The fix can only be done at a dealer as they have to download software to the unit itself. Good luck.

There is a problem with your Electronic Throttle Module. It was a common failure point on early 2000's volvo's, because they used an early form of "drive by wire", and the throttle body itself is no longer cable controlled (to open the flap). What happens is the sensor to tell it what position it's in eventually wears out. Good luck.
the first thing you want to check is whether or not it has a heavy drag at the wheel caused by wrong pads, sticking caliper, improperly installed parts. Lift the car and try to turn the wheel. Just because they are certified does not mean they know everything. I'm certified too, but I also have experience with euros and the quality of parts that need to be used. If inferior quality parts are used it will cause this. It can create all kinds of problems and noises. Take it back until they get it right. Ask them what brand of parts they use. you can do that since you already replace the cat, however the problem may be some where else like maf sensor, intake leaks faulty plugs, coils or fuel injectors
