Yes. I wouldn't, unless I knew the pump was replaced with in the last year.

Look under the hood, you should have two horns. Check the connection to both of them, look for unplugged or a corroded connection. If you are getting one horn sounding the fuse is good, try pulling the horn relay and check it for a corroded contact point clean and/or replace horn relay.

There is a wire harness in the steering column called a CLOCK SPRING. Replace it.

I guess you mean steering wheel? If so, the horn is not in there, only a switch to activate the horn. The horn is under the hood mounted on the inside of your fender. To test if the horn or switch is not working, run a 12 gauge wire from the positive lead on the horn to the positive lead on your battery. If it sounds, the horn works and the switch is most likley the problem. If no sound then the horn is bad. But remeber to check your fuse panel before doing this, you may just have a blown fuse (easy fix) Be careful!

lock mechanism is wearing out and the motor is not power full enough to push all 4 rods at one time

you can disconnect the horn by pulling the airbag out of the steering wheel and simply disconnecting the horn wire. be sure to disconnect battery before you touch the inflatable restraint. it may require special tools to remove air bag.
