You have a wiring problem on the control side wire . One wire will have B+ voltage the other goes to the PCM- engine computer . The engine computer suppy's a ground when triggered by cam sensor . Your problem is you have a bare wire touching ground making the injector fire all the time the key is on ! Check the wiring harness from the injector to the PCM for rubbed through spots !
The PCM must be inside the passenger compartment under the right side dash or behind the right kick panel . Under system click on engine ,then under subsystem click on fuel controls . Click on the search button , then the second blue link. Second diagram down is fuel injector electrical circuit. Dark green wire is the controlled ground . That is the wire to check .

Disconnect the injector connector from the injector ,You have to make sure that the fuel injector is receiving 12 on one side of the connector with the key On, If So good leave the tip of the test light there and connect the clip of the testlight to the other termnal in the connector, do not allow the two to touch togother! have someone crank the engine the test light should Blink when hooked across the connector confirming the computer is grounding the circuit and there is 12V available at the injector.
If no power at the injector connector contact me and I will help you diagnose the source of the problem.
If there is No blink contact me and I can help you the injector ground is controlled by the computer which receives its signal from the spinning distributor usually the pick-up assemble inside the distributor and sometimes the control module.

Best do a fuel pressure test. Should have chg. fuel filter from the get go. The only other filter is on the end of the fuel pump in tank. Bad gas and dirty gas will plug up fuel filter, hense burn pump up.

Try using a good fuel line/injector cleaner Seafoam is a good one. If this does not help you may have tone or more clogged injectors. Clean these out and you should be good to go. tTo see Seafoam in action goto you tube type Seafoam into the search box.

Have you checked for injector pulse with a noid light at the injector connector? You could have a bad ecm.
