I believe The hood release for a Toyota Avalon located right below the power mirror control button on the left side of the steering wheel.It has a lever that you can pull out to release the hood.The lever is part of the dash component.

It sounds to me like its a loose compressor belt that gets hot and stops, have it tightened or replaced if its old and brittle. could also be the compressor going bad,
In a nutshell, you need to get the valve cover off and see whats going on under there. It could be a broken camshaft or a valve/spring issue amongst other things.
