I have a 1998 kia sportage wil crank over and will not start. no spark.

Sounds like the coil or possibly the electronic ignition, replace coil as this is the cheaper option. Check to see if your Kia then starts if it does allow the engine to run until at operational tempreture then shut off the engine allow 5 mins then try to restart if your Kia if it starts again without straining or being boosted via jumper cables problem solved. If by any chance you do replace the coil & your Kia still will not start the electronic ignition is the next step & that can be done yourself as long as you have the required tools & knowledge, if not a trained professional will be able to replace the electronic ignition but this will be very costly if it is the electronic ignition.

I hope this helps.

How do I replace ignition coil on my 2011 Kia Rio 1.6l?

Step one: buy new ignition coil
Step two: find bad ignition coil
Step three: replace the coil.

Seriously it is this easy, once you buy the new part you know what to look for in your engine bay. disconnect the old one and reconnect the new one in the same way.

Where is the coil pack located on a 2007 kia rio 1400cc engine

You don't have a "coil pack" or single ignition coil for the motor. You have individual ignition coils for each cylinder - see link here:
