If the Battery's connector voltage with running engine, is 13.3 volts than you may have a charging system problem. If alternator and voltage regulator works properly, then with running engine, you have to read 13.8 up to 14.2 volts. Make sure to use a digital multimeter.

The battery needs replacement. Also , the starter could have frozen up on your car. take off the starter, then remove from the car. get some jumper cables and connect from a good battery. Connect the negative cable to the housing as ground. then carefully hit the hot wire bolt of the starter with the positive cable. If the starter is OK, the starter should spin freely and kick up. Be careful when doing this. Also , be sure you mark the wiring so the starter can be replaced exactly as it came off. if it does not turn or turns slow and sluggish, the starter is your problem. replace with a good starter.

Its the battery. The colder it gets the less cranking amps it has. Keep the car in garage or get a battery wrap warmer. Also try to get a battery with the most cranking amps for the size battery it will take.
