What is the mileage on this vehicle? The most common cause of high idle on cars with over 80,000 miles on them is a sludged IAC [idle air control] motor. This device is controlled by the engine's computer. It acts as a computer controlled vacuum leak to keep the idle speed up when you put the car in gear, turn on the A/C or put any load on the idling engine.
These items get sludged up [usually because you are not changing your motor oil often enough] and will stick open. This causes the fast idle. First step is to remove the IAC and clean it out with carburetor cleaner [aerosol type]. Reinstall the IAC [using a new gasket] and see if that helps. Sometimes, the IAC can not be cleaned, or the cleaning procedure works for a limited time [days or weeks] In these cases, a new IAC must be installed. I hope this helps.

surely we can focus on an area,
under hood
  1. gas tank EVAP parts? rear of truck.
  2. Evaporative emission canister purge valve on engine

Hi idle on 03 concorde.new throttle.body.engine been replaced

Have you checked for a vac leak ?
If the idle speed is high, air is sneaking into the intake around the throttle body, or the throttle plate is not closed.

Its probably a vac leak somewhere, or the throttle plate is sticking open.

I would start with the vac leak idea.
And is the check engine light on when it is running ?
If so you should have the computer checked for trouble codes first.
There has to be a source for extra air coming into the intake or throttle body for the engine to run fast at idle, assuming the idle air control valve is working correctly.
That air source has to be found and fixed first.
It could even be the throttle plate not closing completely.

If you know for a fact you have no vac leaks, the next step would be to check the idle air control valve. It should be mounted in the throttle body. It could be stuck open.
The computer controls idle speed by regulating air flow into the throttle body.
The throttle plate could also be stuck open. An eighth of an inch would do it. Make sure the throttle and cruise control cables are not pulling on the throttle plate.
Vac leaks could include the PCV valve and the EGR valve.

There is a large vac line coming straight down from the throttle body that goes to the PCV system. See if it has a hole in it. It is likely sucking air.

2001 FORD F250 5.4L HIGH IDLE PROBLEMS.CHANGED IAC AND STILL THE SAME

Changed IAC still the same, shown on scanner IAC 50-60 %, if it set to 40% the Idle is ok. What cause the PCM to set IAC too high? Is any one know?

High idle with new iac valve no difference 1509 trouble code

With the engine running take a can of aerosol spray WD-40 and spray it at the vacuum lines, the throttlebody and the intake manifold gaskets. At one point you should here the engine speed decrease. If you do, concentrate the spray around the area until you are able to pinpoint the vacuum leak. If you don't find a leak, try clamping the line to the brake booster with your fingers and see if that makes a difference in the idle speed, if so the diaphram is at fault and needs replacement. is the check engine light on ? if it idling high chances are you have a vacuum leak take a can of carb cleaner and spray the egr valve and if the engine rpm changes replace egr valve the throttle body may also be plugged pull the vacuum line off the map sensor start vehicle and see if you have vacuum if not remove throttl body and clean vacuum passage hope this helps
