You need to have the codes cleared , check in your town for people who will read OBD codes for free,, take it to them and ask them to clear , then re read the codes

This is the heater side of the sensor. It has shorted out. You can replace it, but check for broken or melted wires (around the exhaust).

I have a Dodge Intrepid 98 my car failed inspection because the obd test came back not ready for testing they told me I had to drive it to restart the computer I just need reinsurance

What they probably said was the car needs to be driven to allow the computer to reset the sensor readings.
If the battery is disconnected or the computer looses memory, the car has to be driven to allow the sensors to function and the system to complete a full test. The drive normally consists of various speeds, highway and city, and it has to get up to normal temp. 50-100 miles is recommended.
The OBD test looks for any sensors or readings that are out of normal range.

Where is 02 sens htr located on dgdge ram truck1500

The O2 heater is part of the O2 sensor itself. You would need to replace the oxygen sensor if the heater is an issue.

As a rule it takes about 50 miles for the computer to finish it's readiness tests. Some take longer so I would drive it about 75 miles and then check.

Idle up and down.. have changed 0-2 sensors and mass air flow andthrotle position sensor but still has problem and wont pass inspection.. said cat converter not ready

sounds like the IAC (idle air control valve) or possibly a vaccum leak. As far as the cat. converter not ready, the vehicle must be driven a certain distance or go through a certain amount of drive cycles for all the systems to be monitered. Most of the time i just take the vehicle for a 50 mile drive on the freeway and that usually does it.
