Rear defrost stays on when car is shut off in 1996 impala ss

The rear defro does not have power going to it with the key off. This means there is somehow a short to power to this switch, if you can remove the switch check for power at the connection. If there is power there is a short, I will send you a schematic of the circuit.

Lights on dash and driving lights flicker and there is a clicking sound that does not shut off when the car is shut off wiith the key

You could have a bad ignition switch. Is your check engine light on? You need to get it scanned for codes. The computer may have picked up the problem. Autozone does the test for free. It may be more then one problem. A bad ignition switch is there, when you turn the key off, your engine remains on for a few seconds. With the lights flickering, are they dimmer then usual? If so, it could be a weak alternator.

My radio and shift selector light stays on when I remove the key,

The ignition cylinder has a taper at the back that move the switch in whatever position. The key has to be turned back to off. It happened to me when I pulled the key out it was still half way on but then i just move it back in place. Its a sloppy cylinder from age.
