This code relates to the operation of the electronic EGR system. You can remove the EGR valve and make sure that the ports are not "carboned" up. If they are, use a good carburettor cleaner and a screwdriver to aid in removing the build up. Once that is accomplished, reinstall the EGR and see if the system cleans up. this can also improve gas mileage. If the light remains on, replacement of the EGR valve may be required. CODE P1406 - EGR VALVE PINTLE POSITION CIRCUIT MALFUNCTION CONDITIONS. POSSIBLE CAUSES EGR SOLENOID VALVE IS BINDING OR STICKING. EGR SOLENOID CONTROL CIRCUIT IS OPEN SHORTED TO GROUND OR TO B+. EGR SOLENOID POWER CIRCUIT IS OPEN CHECK THE ECS 10AMP FUSE.EGR SOLENOID FAILED. PCM HAS FAILED.

WONT PASS SMOG.. CHECK ENGINE LIGHT IS NOT ON
Even after resetting the computer it may take several days to reset the internal workings of the computer. When i went for my E Test they asked me if my check engine lite was on in the last thirty days and if I reset the computer I was to run the car and come back in two weeks. I drive an 2005 car.

The check engine light wont come on.it wont pass the smog test to license it till it does.
It is highly likely, on a vehicle that age, that the bulb is simply burned out for the CHECK ENGINE light. (Should be a T5, if I recall.)
If not, you may need to replace the ECU with a rebuilt. Before doing so, check the light circuit to verify that someone didn't unplug it (common practice when unscrupulous people are trying to sell vehicles that won't pass smog due to engine problems).

You will need to get it scanned and get the codes for the problem. If it failed the test due to emissions I would almost guarantee it will be your oxygen sensor or cat

YOU NEED TO HAVE VECHICLE CODE SCAN FOR FREE AT ANY AUTO PARTS STORE THEY WILL GIVE YOU THE CODE THAT CAUSING CHECK ENGINE LIGHT TO FLASH.ITS MORE LIKELY EVAP LEAK THAT WILL CAUSE YOU TO FAIL SMOG TEST.
