SOURCE: Kia Sportage 2003 - Solenoid Valve
This sounds like the idle air control valve. This valve sits on the inlet manifold and basicly regulated the flow of air for tickover( or idle). The usual operation of this valve is, when the engine is running at high speed the valve will be closed, when the engine comes down to idle, the main throttle butterfly will shut as you lift your foot off the pedal. The idle valve will open and give a small amound of air to the engine, just enough to run it at idle speed. These valves can stick open, therefore letting air in when the throttle is open, giving the engine too much air. WD40 is only a temporary repair untill it jams again. Best course of action is to have part replaced.

SOURCE: Does the 2001 Kia Sportage have a fuel sending module?
Take it back and DEMAND that they restore your car to the previous fuel mileage....NO CHARGE! If they balk take them to small claims (it's cheap and you'll win) because they are trying to sell you a "pig in a polke"! I'm a retired Journeyman mechanic....and what they are telling you is the biggest sack 'o you 'no what.....Iever heard. Good luck to you.
SOURCE: hold lite and and a p1624 code on a 2001 sportage
Code number p1624 is MIL Request Signal from TCM to ECM. which means malfunction indication light(MIL) is requesting a signal from your engine control module(ECM) or Transmission control module(TCM) i would reccomend u take it to the dealership to get it checked out.
