It seems like that who ever serviced the vehicle forgot to reset the service indicator. Try and reset this service indicator yourself . Button B below rev counter
Button A below speedo
press and hold button A, switch on ignition release button A turn button b to the right to reset display switch ignition off. I hope this solves your problem.

I bought a 2001 Volkswagon New Beetle with 23,000 miles on it. It had been sitting up for a while. Oil light blinking and beeping. Had the oil changed and it is still blinking and beeping.

Did the person who changed the oil reset the service indicator?
If the did not you need to have them reset it or reset it yourself.
Press and hold the button just below the speedometer and turn the ignition switch to on but do not start. Release the button and the word "Service" should appear on the trip display window. Press and hold the button until the word "Service" disappears.
You should be good until the next oil change.

I went out to start my car this morning and it would not start. I understand that it takes a bit longer to start in cold temperatures (which it was this morning). I have had a problem starting the car...

It may be but not for sure. Your oil pump may have gone bad. I would check the engine and see if you have a leak somewhere around the belt. Has your check engine light came on any? If so, you need to get it scanned for codes. Autozone and other part stores offer the same service. When you say pulse, are you meaning it takes off without you pressing it down?

Right away. Since ignoring an oil change requirement could cause an engine damage.
