Go to autozone, there you can rent their tool to check the pressure of your FPR. Then you should be able to connect that tool to your cars fuel line. Which will tell you the pressure.

This could and very well may be your fuel pump. Fuel pressure regulators dont go out too often.

I take it that means you tried the cap. It has spark at the plugs with a spark tester and the fuel pressure is at least 55psi?
