Sorry , no Inertia switch on 86 Chevy Monte Carlo , so you have no fuel ? Did you check the inline fuse or fuel pump relay ? Near the battery is the fuel pump relay an the inline fuse !
Your fuel pump is getting ready to go out.Check your fuel pressure it should be 48-55 psi with key on and engine off.If its not within specs then replace the pump and filter.
There should be a relay box under the hood. Right (passenger) side by the radiator support where it meets the fender. There will be a fuel pump relay in there.
Just check your fuses, i never heard of a pump reset switch on a 97 monte carlo,I know ford vehicles carry them (inertia switch). U have to check fuses & fuel pump relay or just a bad fuel pump is common on chevy vehicles.
most likely the pump is ready to fail. You will need to get it diagnosed. Its possible the battery is weak also.
Alot of cars will not start with a weak battey but its the ignition system that doesnt fire.
