There is a relay. Its mounted with the EFI ECU in the right kick pannel. The ECU controls the relay via a ground in the computer and turns on the pump for cranking and for when the engine is running. The relay is almost never the issue. Check the fuel pump wiring at the tank and the fuse for the ECU and fuel pump.
alldata dot com has this but most cars of this early years. its called the MAIN relay, this is and EFI car, and the ECU runs the show. on most these cars main powers up the ECU and Ignition there may be 2 fuses. most main relays are next to the ECU. starting in 1996 most of this changed, some cars changed 1 year early, or mid year. so VIN codes. may be the only way to work on any 1995 , in USA> . Hint?
assuming the battery is good. if none of the dash light come on while the key is in the ignition and it turn to on position, check fuse and relay and ignition systems. see if you can play with with ignition systems by jiggle and wiggle turning the key back and forth start the engine and see if you get any contact. all dash light has to come on when the key is turn to on position, if not you have no power to ECU. ecu turn on everything from your fuel pump and the sparks. hope that help some
check the main ignition fuse, if its not blown...then the ECU (computer) is fried, and will have to be replaced, hope you friend will pop for the cash, it isn't going to be cheap!
