Yes, spring may have broken or maybe it just needs adjustment. There is a high idle cam that makes the card idle higher when the choke is closed or partly closed.

it can be the alignment problem the do go like this over time, the bolts on the motor housing and fixing bolts will need to be closed and the the roof latched inplace and then tighten the bolts down again, you can change the washers on the bolts to the spiked type and these will stop movment better.
