Is this electronic throttle control ? Try cleaning the throttle plate with some carburetor cleaner , they can get dirty an cause this problem . Are any lights lit on your dash , check engine , ETC , ? This is a 2011 ? Still under warranty , take to the dealer !!!!

You can do the the fuse testing very easily and quickly using the test points on the top of every blade fuse.
